MANDEX has a superlative capability to build capacity externally through subcontracting.  Being mindful that the VETS GWAC is a solution-based contract, MANDEX has formed a contractor team (Team MANDEX) that can provide the required technical solutions to a diverse set of customers with locations throughout the world.  MANDEX believes that it would be extremely difficult, if not impossible, for a single SDVO SBC to satisfy all of the Statement of Work requirements with its own organic capacity.  Accordingly, we have assembled a team that consists of 7 SDVO SBC’s (6 in addition to MANDEX), one Woman-Owned HUB Zone company, and 4 large businesses.  The members of Team MANDEX are as follows:

Engineering Services Network, Inc. (ESN) has served the U.S. Navy and DOD customers since 1995.  Founded by a retired Naval Officer, ESN is headquartered in Arlington, VA with field offices located at Fleet concentration areas across the country.  ESN provides Information Technology, Systems Engineering, Test and Evaluation and Management services through a variety of contract vehicles including its Corporate Contract GSA Schedule and Seaport Enhanced contract.

 

Professional Solutions, LLC was founded in February, 2002 by a retired USMC Officer. The firm is built around its ability to provide professional services to a number of key areas such as Systems Engineering, Advanced Operations and Training and Healthcare Solutions. The consultants and engineers that work for Professional Solutions are well known in their separate areas of expertise and have received several awards and commendations for work in those fields.  Professional Solutions holds a GSA IT 70 Schedule and a GSA MOBIS Schedule and supports the USMC, Homeland Security, and Joint and Special Operations Commands.

 

GStek, Inc. was founded in 1992 and is headquartered in Chesapeake, VA and employs 167 people.  The company’s core business is in the support services sector of telecommunications and information technology.  GStek supports agencies of the Department of Defense through its GSA IT 70 Schedule and other prime contract vehicles.

 

EmeSec, Inc. provides IT Security and Information Assurance services to Federal agencies.  Headquartered in Herndon, VA and founded by a retired Navy CIO, EmeSec’s solutions focus on Regulatory Compliance, Trust Management, Security Intelligence, and Healthcare Security and Telemedicine.

 

The Devlin Search Group, Inc. is a search and recruiting firm focused on providing Information Technology and Engineering personnel to Government agencies and Government contractors.  They provide Engineering and Technical Professionals, (with and without security clearances) in full-time or contract positions worldwide on a contingency, retained or contract basis.

 

Veteran Services Corporation (VSERV) is a development-stage enterprise headquartered in Chantilly, VA that has been recently organized to provide information technology services to the Federal Government.

 

Computer Information Specialists, Inc. (CISglobal) offers a range of information technology products and services that focus on solutions to link unlike systems, processes, and procedures in a secure environment.  Founded in 1985, CISglobal is a certified Hub Zone, minority, woman-owned small business serving the Department of Defense and civilian Government agencies through its GSA IT Schedule, Hub Zone IT GWAC, and GSA Hosted Reverse Auction Contract and other contract vehicles.

 

Science Applications International Corporation (SAIC), Computer Sciences Corporation (CSC) and Titan Corporation are large businesses; each of which is ranked by Washington Technology (Volume 20, Number 9; May 09, 2005) to be among the Top 12 Federal Prime Contractors for 2005.  ICF Consulting is a large management, technology and policy consulting firm that develops solutions to complex issues related to defense, homeland security, energy and other areas.  Each of these team members has a global presence, broad and deep information technology capabilities, and very substantial human capital resources.  MANDEX has enjoyed long-standing collaborative strategies with each of these companies to deliver information technology services to Government customers.

 

          

The composition of the team reflects MANDEX’s commitment to provide customers in any geographic area with the full array of labor categories spanning all work scope elements in Functional Area One; and to manage the work-share to ensure compliance with the Limitation on Subcontracting clause.  We will leverage the capacity and technical capabilities of our SDVO SBC team members to perform work that counts as if the work was performed by MANDEX for purposes of compliance with the Limitation on Subcontracting.  We will leverage our large business team members to augment geographical coverage and technical capabilities.
