1.  Engineer/Scientist 5    (Principal Engineer/Scientist)                                                    

Education:  MS degree in Engineering, Physics, Information Security, or Computer Science.

Experience:  Ten (10) years with PhD, Fifteen (15) with MS to include: Technology Analysis and Assessment, Design Definition, Development of Systems Specification, Systems Analysis, Systems Architecture, Systems/Equipment Integration, Test & Evaluation Criteria, and Logistics support of C4ISR requirements.  Specific experience in: Electronic system Research, Development, and Integration; System Security, Management Planning, and Software Design. Published in peer recognized journals. Recognized as an expert in systems identified in the PWS.

 

2.  Engineer/Scientist 4

Senior Computer/Electronics Engineer                                                                            

Education:  BS degree in Engineering (Computer, Electronics), or Engineering Management.

Computer Engineer only:  Working towards the following certifications within one and a half year of assuming duties: Microsoft Certified Solutions Developer (MCSD), Microsoft Certified Applications Developer (MCAD), Certified Software Engineering Professional (CSEP)

Experience:  Ten (10) years of experience with C4ISR equipment to include: Technology Analysis and Assessment, Design Definition, Development of Systems Specification, Systems Analysis, Systems Architecture, Systems/Equipment Integration, Test & Evaluation Criteria, and Logistics support of C4ISR requirements.  Five (5) years of technical experience in support of Information Assurance (IA), Automatic Sensor Systems, and Information Security.  Specific experience in: Technical Team Lead; Knowledge of DOD military specifications and standards; System Installation; Hardware and software ECP Evaluation; and Industrial production operations.  

 

Senior System Engineer                                                                                                      

Education:  BS degree in Engineering (Computer, Systems, Electronics), or Engineering Management. Working towards the following certifications within one and a half year of assuming duties: Microsoft Certified Solutions Developer (MCSD), Microsoft Certified Applications Developer (MCAD), Certified Software Engineering Professional (CSEP)

Experience:  Ten (10) years of experience with C4ISR equipment to include: Technology Analysis and Assessment, Design Definition, Development of Systems Specification, Systems Analysis, Systems Architecture, Systems/Equipment Integration, Test & Evaluation Criteria, and Logistics support of C4ISR requirements.  Five (5) years of technical experience in support of Information Assurance (IA), Automatic Sensor Systems, COMSEC, and Information Security.  Specific experience in: Software Development; Data Base Development, Computer Architecture; Information Systems, Software Testing; IA/TEMPEST Concepts; and Red/Black Criteria.   

 

3.  Engineer/Scientist 3

Computer Scientist

Education:  BS degree in Computer Science (or a BS degree in other than computer sciences which includes at least 15 credits of computer science courses).   Working towards the following certifications within one and a half year of assuming duties: Microsoft Certified Solutions Developer (MCSD), Microsoft Certified Applications Developer (MCAD)

Experience:  Six (6) years of experience in  Software IA related projects, to include: Systems Analysis, Systems Architecture, Systems/Equipment Support, Test and Evaluation, and Logistics support of C4ISR requirements.  Three (3) years of technical experience in support of Information Assurance (IA), Automatic Sensor Systems, COMSEC, and Information Security.  Specific experience in: Installation, set-up and operation of computer systems for both classified and unclassified networks (LANs/WANs);  Leading teams of Analysts; COMPUSEC concepts and requirements; ECP evaluation; and Graphics, video and peripheral interfaces.

 

Data Manager

Education:  BS degree in Computer Science, Engineering (Computer, Software, Electronics, Industrial), Mathematics, or Communications.

Experience:  Six (6) years of experience in to include: Systems Analysis, Systems Architecture,  Systems Integration, Systems/Equipment Support, Test and Evaluation, and Logistics support of Computer Systems.  Specific experience in: Implementing applications in a microcomputer environment; Implementation and use of relational databases; Managing information using a database management system; Integrating LAN applications and/or telecommunications based system; COMSEC systems Acquisition Management and the Navy’s Planning, Programming, Budgeting System;               Computer Security and TEMPEST; and                Technical development product milestone schedules.

 

4.  Engineer/Scientist 2

Education:  BS degree in Engineering (Computer, Software, Electronics).  Working towards the following certifications within one and a half year of assuming duties: Microsoft Certified Solutions Developer (MCSD)

Experience:  Two (2) years of experience in Computer Systems Hardware, Firmware and/or Software, Network Design or Network Security to include: Systems/Equipment Support, and Test and Evaluation support.

 

5.   Analyst 3

 Program Analyst

Education:  Bachelor degree in Business Administration.

Experience:  Six (6) years Program Management experience, to include: Development of Program Acquisition Documentation, Development of Testing Criteria, Development of Corrective Action Systems, Development of Program Monitoring Approach (e.g. PERT, CPM, EVM), Analysis of Programs Health, Data Collection and Analysis, Development of Cost Estimates, and Development of Program Status Reports.  Specific experience in: All phases of planning, programming and budgeting process within the DOD procurement system; Cost Proposal Evaluations; Cost Accounting Techniques;  Accounting System Design, Contract Acquisition and Modification Requests, and PWS Development and Review.  Comprehensive knowledge of Federal Acquisition Regulation (FAR) and DoD procurement policies and procedures.

 

 Information Assurance Specialist

Education:  Bachelor degree (preferably in Information Security).  CISSP and CISM Certifications.

Experience:  Six (6) years experience, to include: Development of Program Acquisition Documentation, Development of Testing Criteria, Development of Corrective Action Systems, Development of Program Monitoring Approach (e.g. PERT, CPM, EVM), Analysis of Programs Health, Data Collection and Analysis, Development of Cost Estimates, and Development of Program Status Reports.  Specific experience in: Performing certification and accreditation using DITSCAP or NIACAP;  Substantial knowledge of the certification and accreditation process, including hands on experiencing in developing system security authorization agreements (SSAA); Performing vulnerability assessments including development of risk mitigation strategies; and Developing all SSAA documentation for Type and Site accreditation packages. Comprehensive knowledge of Federal Acquisition Regulation (FAR) and DoD procurement policies and procedures.
